Keynote Speaker Molly Calhoun: Director of the School of Social Work at Chico State University
Topic: The History of Housing in the USA
Grounded in the idea that everyone deserves safe, quality, and affordable housing, this presentation will lay out a foundation for affordable housing in the North State. A historical and contemporary policy context will be used to examine the opportunities and constraints for moving forward collectively toward housing for all.

Optional Lightning Session: From RHNA To Chico’s Housing Element - BCAG and Housing Tools will explain how regional housing needs are allocated and translated into Chico’s Housing Element and local planning process.
Building the Future: Policy & Leadership for Affordable Housing
Examine how federal, state, regional, and local decisions shape what gets built. Topics include housing supply and affordability, RHNA and Housing Elements, permitting and production, financing and market conditions, and the leadership needed to move from plans to completed homes.

Optional Lightning Session: Building Communities - What Does it Take? - This developing session will look beyond housing units to the transit, recreation, employment, healthcare, services, and other infrastructure that allow communities to thrive.
Preventing Homelessness Before It Starts: The Systems That Keep People Housed
Focus on the services and partnerships that help people obtain housing, avoid homelessness, and remain stable over time. Will address coordinated entry and referral systems, sustainable funding, and coordination among government, healthcare, the Continuum of Care, nonprofits, and community partners.
Panelists: Taylor Bunch - True North Housing Authority, Andrea Curry - Tehama Continuum of Care, Jennifer Wilking - CSU Department of Pol. Sci. and Criminal Justice.

Optional Lightning Session: How Partnerships are Moving the Needle on Unsheltered Homelessness in Red Bluff - In just over two years, Team Rural Indoor Objectives (RIO) has reduced unsheltered homelessness by 9% and permanently housed 125+ people who were previously residing outdoors in encampments in Red Bluff. How did Team RIO do this? With one State Encampment Resolution Fund grant, six organizations, and a lot of dedication and heart. Come learn more, ask questions, and talk one-on-one with the service providers that are doing this work.
